I don't know what gopchop is in great detail, but from what I
understand, mpeg2 video files are comprised of groups of pictures
(GOPs).  you can apparently mess up your video file to some extent if
you don't split it at a GOP boundary.  gopchop supposedly allows you to
edit mpeg2 video in such a way as to preserve its integrity.  it will
allow you to do things like take commercials out of the middle of
recorded tv video and rewrite a new working file, or split an mpeg
video.  It's a gtk gui tool.  very easy to use.
