Only if the fields were originally exposed for the full 1/50s or 1/60s.
In that case the motion blurs of the original fields will join seamlessly
together producing true 1/25s or 1/30s motion blur. Depending on the
viewing conditions this can actually be a good thing.

If the orignal exposures were shorter than the full field time, then
the blurs won't join and the moving objects will appear "doubly exposed"
in the resulting picture. This is ghosting and it's always a bad thing.
