Oh ok, well the audio in *all* my TS files are out of sync by 200ms, but
it's constant so adding in a 200ms delay fixes it perfectly.  I don't
mind this because it's constant all the way through, it's just that my
previous problem was more like the first half of the show was offset by
200ms, but then right in the middle it changed to 400ms and sat at 500ms
for the last third - e.g. unpredictable and random.

I think this is the way DVB is broadcast though, because I remember
seeing somewhere there was a constant known difference between the
timings, i.e. the audio was broadcast 200ms before the video and it said
so in the headers.  Not sure why mencoder misses this (mplayer works
fine) but as I say since it's a constant amount and the same for all
recordings it's no bother to correct.
