some work on updating libfaad2 has been done lately.

I believe that the 2.0 version of libfaad2 which should be installed soon 
in CVS will support this type of audio streams.

I do know it plays the following he-aac sample

if you want you can pick up the suggested final patch from 
http://www.mplayerhq.hu/~diego/libfaad_20.patch.bz2
(tested to compile linux,cygwin,MinGW)

apply patch to CVS code, build, run a test and see how it works.
