[MPlayer-users] vbitrate option doesn't affect filesize

I know it shouldn't, but it does in pre4, vbitrate not working was the
reason to start this threat and the order was what making it work
again???

I know that too, but I included min and max rate allready for the future
since kvcd standard says to work between 64 and 3000 kbs.
A second point to add max_rate is that it does put it's header in the
mpeg, even if it doesn't work.
Some hardware dvd players trip over mpeg's without max_rate difined...
