SVCD subtitles are spu subtitles like dvd ones.
Information about them can be found in this file:

I put in incoming the file: svcd_ogt_test_ntsc.zip
It was available before in the vcdimager web site. It contains 
a cue/bin image of a SVCD with subtitles.
