Are you talking about .mp4 video files, or .m4a (the audio-only
version).

If you want video, you need to look at http://mpeg4ip.sf.net/ for
details.

If you are talking about the audio-only variant, you are actually
talking about AAC...  No, it's not free.  It's patent-encumbered just
like MP3.  You'd be better off sticking with Ogg Vorbis.  And no,
MPlayer doesn't encode to AAC.

However, if you're still interested, search for "faac".
