Well, maybe you could play around with EDL and get that to work, but
that's far too complex for the job, IMHO.
 
However, that is how transcode handles seeking, so you might want to use
that, just for splitting.  You could instead use avidemux2 and have a
GUI to use to split files at exactly the frames you want.
