[MPlayer-users] How to cut out part of a video?

Greetings.

Is it possible to use mplayer or mencoder to cut out a section of a video? 
That is, I have a file (AVI format, FFmpeg MPEG-4 video, MP3 audio) and I
want to make a smaller file containing only that part of the movie from
time index 20:53 to 21:31 (or perhaps just everything after 20:53, if
that's easier).  I tried using -dumpstream with -ss 20:53 but that didn't
seem to work.

If this can't be done with mplayer or mencoder, I'd appreciate it if
someone could recommend a free GNU/Linux program that can do it.
