No, CRTs generally consume about double that of LCDs, through there are
some expections on both sides.  I think you'd be hard-pressed to find
any place where the cost of electricity to operate a CRT, rather than
LCD, is enough to pay the price difference in any reasonable ammount of
time.

Speaking for myself... I happen to live in the second hottest desert on
the planet, and electricity here in California is more expensive than
anywhere else in the country as well.  Still, I have nothing but CRTs
for both computer monitors, and televisions (except on my Notebook
computers, which I seldom use).
