Denoising first is simpler.

If you want to denoise before interlacing, your first filter must be
"il=i:i" followed by whatever filters you want to apply to the
interlaced material, then followed by "il=d:d", and finally, followed by
the deinterlacer, and whatever filters you may want to apply after
deinterlacing.

If you just do denoising on interlaced material (without using "il" as
described above) it won't turn out well at all.

As to which you should do...  It's up to you.  Quite a while ago,
someone reported that IVTC wasn't working properly because of noise, and
denoising first was the only solution.  If you don't have that issue,
it's probably better to denoise after deinterlacing, as it can work with
the whole unified picture, rather than two sets of fields.  It should
only make a small difference, either way.
