Do you mean the directory? Use the --no-same-owner for tar, though your
system is serverly misconfigured if this isn't default for non-root
users.
There are also the --user and --group options.

root can delete anything no matter who owns it (except on some especially secure systems. But I doubt you run one like that). What do you think root is
there for?
