They can GET root (so you have to really trust those users), but they
aren't running as root. Big difference there.  A mistake, like: "rm -
rf . /" isn't so destructive as someone who can GET root, that isn't
currently running as root.

The idea was mainly for single-user systems, though, where you simply
don't want users like "nobody" to be able to run SUID programs, as in
your own example.
