It looks like you aren't doing ANY deinterlacing at all, which is sure to make video look terrible, and is probably your whole problem.

You aren't cropping at all, and leaving black borders around the video lowers the quality quite a bit too.  

mbd=2 is better than vhq, and shouldn't cost more CPU time.
