No, this is not correct.  MPlayer uses a very recent version of ffmpeg.  It just doesn't use ffmpeg to write the file format.

You can use mencoder for the video encoding, and ffmpeg to convert the container, or you can use mpeg4ip to convert it to an mp4 container.
