dvdauthor seems to me the perfect tool for your need: 
"A simple set of tools to help you author a DVD. The idea is to be
able to create menus, buttons, chapters, etc, but for now you can just
take an mpeg stream and write it to DVD".

Now, maybe you need some particular form of mpeg2 file as an input,
but I won't be surprised that your could find a tutorial somewhere to
convert them.

Please note that it is not possible, to the best of my knowledge, to
create VIDEO dvds just by burning the mpeg file on it, you need to
create a video dvd structure like the one you see on "normal" video
dvds.

Now, if you're only looking for a burning tool, your question is
indeed way off topic. :-)
