RTFM (since apparently you haven't); it would have answered your
previous question, it would have immediately told you about -vo gif89a
(and how can you think that 'vo jpeg' will produce GIF files??), and it
would tell you about the -ss option, which will do exactly what you want
to within the limits of the index in your source file.

I ordinarily don't mind answering questions, even simple ones, but there
are limits - and the manual does exist for a reason, you know.
