Firstly, are you using the CVS? If you aren't then get it right now as 
it most likely will be fixed with the current CVS version.
My guess on this (not sure) is that your card may be picking up the raw 
dobly digitial audio on the disk (or DTS) and because your card/mplayer 
cannot decode it, it plays static. By jumping forward you somehow get 
mplayer or the dvd to switch to using standard stereo and then 
everything becomes fine.
An expensive solution would be to get a new computer to play DVDs on. 
If your computer is slow enough that it can't play DVDs smoothly you 
might want to replace it as even old computers (my 400mhz G3 iMac 6yrs) 
can play dvds smoothly.
Another solution would be to set up a script of some sort to jump to 
that location then rewind then start ripping.
