WMA is compressed.  WAV is uncompressed.  The large filesize is
perfectly normal.

oggenc should be on your linux box already, too.  Many Linux distros are
shipping XMMS with Vorbis/Ogg support, and NOT with MP3 support, because
of patent licensing issues.
