Gianluigi Tiesi has this features on his win32 builds:
http://oss.netfarm.it/mplayer-win32.php

You should dig the patchset he provides to extract the revelant patch
to support double click to get a chance to get this feature included.

I don't know what are the plans about adding "double click support",
but the very first step to add it is certainly to provide a decent
patch.
