Probably there is no chapter 14 in title 2. Try dvd://3 -chapter 14-14
or dvd:// -chapter 14-14

Sadly this is not the case. I can play (for example) title 2 chapter 18 in 
Cyberlink PowerDVD with no problem.

Hmmmmm.
