The MPlayer documentation is available as a single HTML file at:
http://www.mplayerhq.hu/DOCS/HTML-single/en/MPlayer.html
In that file, you can find "Windows" under "Ports" (you were on the right
track, I suppose).
There are no specific instructions about Cygwin, except in relation to the
DirectX 7 headers. Just configure and make as you would in Linux.
You should see the link to the Mplayer-Mingw HOWTO. The document is somewhat
outdated, but if you use the current versions of the libraries that it
mentions, the instructions should work.
There is a trick involved in building the MPlayer documentation in Windows.
I will post as soon as I remember what it is.
