I think so too. But I don't see any amrnb/amrwb packages in the OpenSUSE
distribution... and I was happy enough with that libavformat/amr*_float way.

Also, off-topic:
Mr. Reimar! Could you please apply the patch attached? It is YOUR patch! :(
