No.  It's not even possible to "oscillate" the frame-rate of (analog)
broadcasts.  24fps (film) material is converted to 30fps for
broadcasting purposes.

There are innumerable reasons mencoder may be dropping frames when
recording from the TV input.

It could be because your selected height isn't exactly
full/half/quarter/etc.  It could be because of your extremely low
bitrate (you really should use vqscale, not vbitrate for realtime
encoding).  It could be that your soundcard or drivers are buggy.  It
could be that your capture card or drivers are buggy.  It could just be
that your CPU is at 100%.  It could be any number of other issues.
