I changed the convert command to

/usr/bin/mencoder 1.wmv -o 1.flv -of lavf -oac mp3lame -lameopts abr:br=56
-ovc lavc -lavcopts vcodec=flv:vbitrate=300:trell:v4mv:cbp:last_pred=3 -vf
scale=450:380 -srate 22050

and is working properly.
