do you mean noise? -vf hqdn3d[=...] or other denoisers like denoise3d.
If instead you mean blocking artefacts then teh answer is not no
simple: all deblockers I found so far fail miserably to work well or
introduce smearing (that to my eyes is much worse to watch than
blocks).
