Software scaling to 1050p will eat a lot of cpu.. Actually I'd recommend
-vo gl:yuv=2 (would work only with fglrx) - not sure, but I guess 200M
should be able to handle it.
Also it could be bug in xv or driver, not in card itself. In that case,
xvidix could help, so try that too (not sure it'll work with fglrx
driver though, it doesn't for me, but it's worth to try with radeon
driver).
