I tried:
./configure --enable-largefiles --disable-sse2
and
./configure --enable-largefiles --disable-sse2 --disable-sse

It was accepted. Here is relevant output from configure:
  Byte order: little-endian
  Optimizing for: k8 mmx mmxext 3dnow 3dnowext sse cmov mtrr

And from mencoder:

SSE supported but disabled
SSE2 supported but disabled

Compiled for x86 CPU with extensions: MMX MMX2 3DNow 3DNowEx
