I thought the same (as this resolution is also valid for DVDs, i.e. 
704x576 or 704x480), but the mentioned BBC page says otherwise.

German wikipedia gives the following explanation:

704 × 576
     analoges Fernseh-Signal, mit 13,5 MHz gescannt (Hier ist die Zeile 
statt 531/3 µs nur 52 µs lang. Dies entspricht 702 Pixeln, 704 ist der 
nächste durch 16 teilbare Wert.)

translated:

704x576
analog TV signal, scanned with 13,5MHz (one line takes up 53 1/3 µn 
instead of 52µs, which is 702 pixels. 704 is the next higher value 
divisible by 16.)


It still holds true that stretching a DVD to 768 pixels or 1024 pixels 
does not provide an exact distortion-free image.
