Yes it is. The html documentation of mplayer contains several examples on
how to do it.

Otherwise encode2mpeglight in the TOOLS directory can do the job for you:
  encode2mpeglight -o output source.mp4 -dvd -encode 6:3:2 -n n (or -n p)
