the notice on the website says you can also rename asx to asf to get the video
as in this case: http://www.cpsc.gov/vnr/asfroot/costorm.asf

which does play in mplayer :)

to your other question, i really have no idea why mplayer cannot determine your 
ip address. how was the mplayer at your university installed?
