I encountered the same problem and the solution
I found was unsing "ffmpeg" instead
which can do the cuts more accurately.

PS: Maybe you'll have to recode your file first
then cut it.
There should be a better solution.

PPS: man ffmpeg:
" "hh:mm:ss[.xxx]" syntax is also
supported "
