As Dominik says, you already have got the /usr/lib/codecs directory.

Ok, you are confused so much.
Delete essential-20061022 and all-20061022 directories, like this.
# sudo rm -rf essential-20061022
# sudo rm -rf all-20061022
Then, do as follows;
Procesure;
1. SOMEWHERE> tar xjvf all-20061022.tar.bz2
2. SOMEWHERE> cd all-20061022
3. SOMEWHERE/all-20061022> sudo cp * /usr/lib/codecs

You didn't use ln command correctly.
