Could it be that the CSS keys have been obtained when you ran the disc 
in your region 1 drive. So there's no need to crack them again when 
reading it in your region 2 drive. I have some DVDs which need the 
region code set in order to break the CSS keys (newer RC2-X-Files sets, 
Ginger Snaps Canadian, Marie Antoinette RC2, ...)
