Not that it matters, since libnemesi has not been ported to Windows,
but you are still not getting my point, which is:

1) I understand that the configure script has to be generated

2) However, the libnemesi directory does not contain autogen.sh,
    which the documentation says should be used.

Anyway, it turns out that they are now using "autoreconf -i", as 
you said, but they forgot to update their documentation.
