[MPlayer-users] artifacts in low motion / dark scenes

I understand that bit starvation can cause macroblock artifacts in some low motion / dark scenes. After reading the docs, I'm still not sure how to deal with these artifacts. Could someone ...consider it dumbing it down ... ;) be able to provide a quick overview into what causes and ways to deal with these artifacts? I'm only having problems with these in scenes that are low motion and dark. I use whatever codec seems best for a particular movie and see the same issue regardless of the codec, to varying degrees. I use the hqdn3d filter and that seems to help, but I'm left feeling I could squeeze better performance out of the codec.
