No surprise since there is no such thing as "peak and minimum bitrate"
unless you also give some kind of window, either as buffer size or frame
count or whatever... Well, you could take the encoded size of each frame
and divide that by the frame duration to get some kind of bitrate, but I
can't imagine what that would be good for...
