I believe you need to use dvdnav:// in order to make use of dvd specific
navigation, such as chapters.  Otherewise you will need to use -ss and
endpos to specify your encoding in timestamps instead.

Try to use mplayer, if you get mplayer to play the part you want,
mencoder should use the same options.
