The select is probably the smaller issue, the filter relies on fifos,
while something like that exists on Windows, too, it works quite
differently. Cygwin might emulate all these things though, so it might
be possible to hack an MPlayer built with cygwin to support it - I
personally won't try though.

There is a bmovl2 filter out there that may or may not work on Windows.
Then there is also MPlayer's internal overlay system and -vf ass, but
almost none of the functionality is exposed, currently only the
osd_show_property_text and osd_show_text slave commands are available.
