Hi,


dbus-send is a command line utility; you don't have to build a
GTK-program to control gmplayer.

For MS-Windows, I don't know how to use multiheaded display setups.

Aside from that, you could have luck with building gMPlayer/KMPlayer
(KDE4 version) and dbus tools for MS-Windows. This would require GTK or
KDE4-libraries to be installed on Windows. This could take quite some
effort, but then these tips could work for you.
