I'm not exactly sure that their "Flix Engine" does.  However, most
of their encoding products do.  Flix Pro (Win/Mac) and Flix Exporter

And since it's free, a download and a quick look through the docs
should conclusively tell anyone interested and allow them to test it as
well  (I'm not that motivated).

It seems the obvious choice, since "Flash 8" is required for
alpha-channel support, and On2 VP6 is the Flash 8 codec.  Not
to mention that On2/Flix is the only other (official?) distributor of
Flash 8+ software than Adobe.
