Speaking from experience with an unrelated web-based app:
Check your Vista C:\WINDOWS\System32\drivers\etc\HOSTS.
Localhost maps to IPV6 address "::1".
In XP it was IPV4 address

There are various ways to deal with Vista's preference for IPV6, from 
disabling it entirely, to editing HOSTS, to using in place of 
localhost, to tidy application-specific solutions like -prefer-ipv4.
