It would be useful if skipping requests to mencoder via its edl file 
could be specified either in terms of frame numbers or seconds.

Skipping specified frames instead of specified seconds might be specified as
 start-frame end-frame f
where the third field is the letter "f" in lower case, and in that case 
the start-frame and end-frame fields are whole numbers, not decimal 
numbers that might have fractional parts.

The effect would be to skip start-frame through end-frame, and the audio 
associated with those frames.
