I don't know if what you are trying to do works, but both your MEncoder and
FFmpeg version are ancient. Only latest svn is supported here (and that is also
true for FFmpeg).

Please note that MEncoder is not an actively maintained application, so I
believe you should only use ffmpeg (which supports receiving rtsp streams).
