If video has audio, audio determines the playback speed. Fluctuations in 
audio data or sample rate is not acceptable, it would sound horrible. If 
at 25fps a frame is displayed after 39ms or 41ms is irrelevant, even 30 
or 50ms would hardly be noticeable. Therefore it is a natural 
requirement that audio sets the speed, and video tries to keep pace.

Only if there is no audio, there has to be a different timing source, so 
the existence of sound affects the way the video frames are timed.
