When I say works here I don't mean it produces proper stereo, just that 
the wav has 2 channels.

I can see now why the file I tested messed up, but it doesn't change the 
fact that the decoder downmix is wrong with anything I've found so far.

Comparing out.wav with out2.wav from the file you tested it's obvious 
the latter is stereo and the former not.
