Uh, why is HOME set to "/" for root?
This is the only way this should be possible and seems like a very
broken setup (unless you really like having all settings for the root
user in /).
Anyway the system-wide config in /etc should have been read before,
so it should not be necessary to set anything in that one if it
is already set up in /etc/
