I doubt it's your CPUs.
It sounds more like DPMs/reclocking/whatever (basically, cpufreq for
your GPU).
I forgot what you use, but for Radeon cards there is some sysfs entries
that allow forcing power management off and instead a fixed
frequency/speed.
That might help for example.
