Well, yeah, they could be implictly stopped by the next chapter start, it 
removes redundancy... I dunno. It doesn't work with michaels subregion 
stuff though Maybe add another if inside the if, 'chapterid < 0' ...

Semantic... I'm leaning toward using coded_pts style like syncpoints
