let rephrase the spec:

if the decoder doesn't get those three chunks in this order it cannot
decode the stream.

Now the decoder won't care if those are packed together, put in a gpg
enclosure or delivered by quantum singularity, all it cares is just that
it can get them in order. (see the current implementation to feel the
irony).

the codec should not tell much about it's configuration data beside that
is it, packing is up to the muxer in the end.
